Course Description:

The regulatory climate for banks is changing at a rapid pace. The proposed Corporate Sustainability Reporting Directive is expected to require all large or listed companies to report on sustainability metrics. In addition, the Capital Requirements Directive V now requires large and listed banks to disclose their Environmental, Social and Governance (ESG) risks. These reporting requirements, applicable from 2022, include detailed reporting obligations on climate-related and environmental risks.

But how prepared is your bank in meeting these regulatory expectations? What challenges is your bank facing right now in light of a rapidly evolving regulatory climate and the ensuing obligations in terms of data collection? How can your bank meet the MFSA’s expectations in terms of its risk management framework?

Rachel Decelis

Rachel is a chemist and chartered environmentalist, having 16 years’ experience in the environmental sector. She joined KPMG in 2022 as Environmental, Social & Governance (ESG) lead, after having worked in both the environmental consultancy and regulatory sectors. Throughout her career, Rachel has worked with Government entities and companies in various sectors, including in construction, waste management, energy, and manufacturing. Her specialisations include environmental permitting, reporting, and auditing, as well as air quality monitoring and impact assessment. Rachel is also a skilled trainer and communicator, having lectured at various levels in academic settings, and published articles online and in print.

At KPMG, Rachel supports various teams in developing, delivering and improving ESG services to clients, including by providing technical input and specialist advice. She also conducts internal and external training on ESG, and acts as ESG champion for the firm.

Alex Azzopardi, Director, Advisory Services, KPMG in Malta

Alex Azzopardi

Alex is a Director, Risk Consulting Advisory, KPMG in Malta, and leads the Internal Audit Risk & Compliance Services (IARCS) business line of the KPMG Islands Group sub-region within the network. Alex, an accountant by profession with 15 years of experience, has managed and led various AML-related advisory engagements over the past years. The AML/CFT Advisory offering includes a full suite of services in the field: reviews of policies and procedures, testing of AML-related procedures and gap analyses. Alex leads a team of highly-specialised professionals with experience across the spectrum of subject persons and relevant activities. Alex also provides compliance-related training sessions, including AML/CFT. He is the current Chairman of the Malta Forum for Internal Auditors.

Deborah Cassar, Associate Director, AML, Risk Consulting Advisory Services, KPMG in Malta

Deborah Cassar

Deborah, Associate Director in AML within the Risk Consulting Advisory Services at KPMG Malta, has over 10 years’ experience within the Financial Services sector with foreign and local entities and over 12 years’ experience within the AML/CFT field. Deborah graduated in the Bachelor of Commerce Degree in Banking & Finance and Management from the University of Malta and obtained certifications in Anti‐Money Laundering, Sanction Compliance, Regulatory and Financial Crime Compliance in collaboration with the International Compliance Association (ICA). In 2017, she has obtained an international golden standard specialisation with ACAMS as a recognised and Certified Anti‐Money Laundering Specialist (CAMS) and in 2021, she obtained an Advanced CAMS specialisation in Risk Management (CAMS‐RM). Deborah is an active member with the Association of Certified Anti‐Money Laundering Specialists (ACAMS) and is a Co‐Founder and Co Chair of the ACAMS Malta Chapter.

Deborah has gained knowledge and expertise in Transactions Monitoring, Suspicious Reporting, Analysis and Investigations, AML Advisory, Client Sanctions Screening, Anti‐Bribery & Corruption, Regulatory Compliance, AML/CFT Training, and other areas within Financial Crime Compliance. Before joining KPMG, she worked for over 2 years with the Financial Intelligence Analysis Unit (FIAU) as a Compliance Officer within the Unit’s Compliance Section. She has extensive experience in carrying out Compliance on‐site and off‐site examinations with the different subject persons; reviewed, assessed and evaluated inspection reports and implemented any necessary corrective measures and procedures; represented the FIAU in EU and Moneyval working groups and committees in the domestic and foreign fora; developed sectoral guidance for the financial and non‐financial sectors; and advised and assisted subject persons to establishing appropriate AML/CFT internal structures and controls.

At KPMG, Deborah works extensively in the areas of Anti‐Money Laundering Compliance. She has managed AML projects locally and assisted entities to comply with regulatory obligations specifically on AML/CFT. These projects include assisting with the drafting and/or review of policies and procedures, training, review of processes, GAP analysis, Customer Risk Assessments and Business Risk Assessments. Deborah also participates in delivering AML/CFT presentations in KPMG’s AML Roundtables.

Alex joined the firm in 2005 within the firm’s Audit function where he specialised in the external audits of financial services entities. After 8 years, Alex moved to the Advisory function, where he assisted in the setting up of the Internal Audit Services line. Today, he leads engagements mainly focused on the provision of services in enterprise risk, corporate governance, regulatory compliance (including licensing), AML/CFT and internal audit services across the regulated financial services sectors and other non-regulated businesses. Alex is the Chairman of the Malta Forum for Internal Auditors, Fellow of the MIA and a member of ISACA.

Associate Director

Deborah is an Associate Director, Risk Consulting Advisory - AML Services, at KPMG Malta. Deborah has over ten years’ experience within the Financial Services sector, worked for over two years with the FIAU, and has over thirteen years’ experience within the AML/CFT field. She has worked extensively in the area of AML/CFT compliance - performing Compliance reviews, as well as assisting subject persons to establish appropriate AML/CFT internal structures. She is a recognised and Certified Anti-Money Laundering Specialist (CAMS) and also completed the Advanced CAMS in Risk Management (CAMS-RM). Deborah is an active member with the Association of Anti-Money Laundering Specialists (“ACAMS”), is also a Co-Founder & Co-Chair of the ACAMS Malta Chapter.
