Course Description:
The session will start off by providing an overview of the EU VAT Action Plan highlighting the VAT changes that came into effect in 2019 and 2020 and what will change as from 1 July 2021.
We will mainly discuss:
- The VAT treatment and related considerations associated with the sale of goods to non-business clients within the EU including the introduction of the One-Stop-Shop Mechanism;
- The VAT treatment and related considerations associated with sale of goods transported from non-EU countries including the introduction of the Import One Stop Shop mechanism;
- The implications of the foregoing on companies taking care of the importation of the said goods such as logistics companies;
- The VAT treatment of supplies provided through platforms when these are deemed sellers of the goods and the implications if and when they are deemed sellers of the goods;
- VAT compliance considerations associated with the B2C sale of services to consumers within the EU
The session will be a practical session whereby examples will be used to explain the difference between current practices and the 2021 changes. Practical limitations and areas requiring further guidance will also be highlighted and discussed. Throughout the session, reference will be made to the Legal Notices issued by the Maltese VAT Authorities relating to the 2021 changes as well as relevant changes to the EU VAT Implementing Regulation resulting in additional VAT changes. Participants are encouraged to ask questions during the session.
Target Audience:
The session is targeted towards businesses and service providers servicing businesses engaged mainly:
- in the supplies of goods to non-business customers in the EU. Such businesses need not be established in Malta and may be established for VAT purposes outside the EU;
- online platforms;
- logistics and courier companies
The session will also prove interesting for Maltese business with VAT registrations in other EU Member States.
Learning Outcomes:
By the end of the session, participants will be able to identify transactions impacted by the EU VAT Action plan including the 2021 VAT changes.

Anthony Pace, Partner, Tax, KPMG Malta
Anthony commenced his career in the firm’s audit function in 1990. In 1995 he joined the taxation services department and has since worked in income tax and value added tax. Anthony joined the partnership in January 2003. Anthony has led numerous direct and indirect tax advisory engagements in banking and financial services, gaming, real estate and family businesses. He has also led several tax due diligence engagements. Anthony is a member of the Executive Management Committee at KPMG Malta. He is also a visiting lecturer in taxation at the University of Malta.
Louise Grima, Associate Director, Tax – VAT Compliance/Advisory, KPMG Malta
Louise Grima is an Associate Director at KPMG Malta. She joined KPMG in 2015 after graduating with a Master in Accountancy from the University of Malta and has since worked in direct and indirect taxation assisting clients established in a number of fields including retailing, gaming, banking, funds amongst others. Louise was awarded the 2015 MIA Best Student of the Year prize for Master in Accountancy Group 2013/2015, holds a Diploma in VAT compliance and has successfully completed the Advanced Diploma in International Taxation with an overall distinction. Louise regularly delivers seminars on both direct and indirect taxation.
